A Ballinamuck il n’y a ni conseil municipal ni maire, de quoi nous étonner, habitués que nous sommes à ce que toute commune française, quelle que soit sa taille, ait sa propre municipalité élue. Tess Murphy, membre du Ballinamuck Community Entreprise Group, association partenaire du comité de jumelage d’Essert, nous décrit le système irlandais:
County Longford consists of three municipal districts, Longford, Granard and Ballymahon with a total of 18 elected councillors, six from each district. There is also a mechanism for community and voluntary groups to feed into the work of the council through representation on the different policy making committees of the council, making submissions etc. This in called Public Participation Network. You can find more information on the website

En résumé, les communes élisent des « councillors » qui siègent au County Council (équivalent de notre conseil départemental) une fois par mois, et au conseil de district deux fois par mois. La démocratie participative et la concertation sont institutionnalisées dans le cadre d’un réseau de commissions (Public Participation Network) qui permet aux citoyens d’être informés et de faire remonter aux élus leurs attentes et propositions dans tous les domaines de la vie publique.
